Accessibility statement

THOS targets WCAG 2.2 at level AA. This page sets out what has been tested, how, and what has not been tested at all. It does not claim conformance, because nothing here has been independently audited.

That distinction matters. Automated tools decide only the subset of WCAG criteria a machine can decide. The rest need a person, and some of them need a person who uses assistive technology every day.

What has not been tested

There has been no independent audit. Nobody who uses a screen reader daily has been through these pages. There has been no testing with assistive-technology users in Tanzania, where the mix of devices and connections is unlike anywhere this system has been exercised.

The text alternatives were written by the same people who wrote the pages. That is a known weakness: somebody who knows what a figure is meant to say cannot judge whether the description is enough for a reader who cannot see it.

Barriers we know about

Each one reproduced, not guessed

Horizontal scrolling
3 regions at 320pxThe architecture diagram, the capability ledger and the certification register scroll inside their own regions on a narrow phone. They are keyboard-reachable, but a scrolling table is still harder to read. The page itself does not scroll sideways.
Per-region detail
Requires JavaScriptWithout JavaScript every region still carries its name and state and the panel shows the overall reach, but selecting one region for its detail does not work.

We cannot promise a time to fix. We do promise to answer, and to write the barrier into the ledger above if it is real, before it is fixed rather than after.
